Amplifying an image of Germany as a hostile space for Russians

What it claims

Restrictions on the work of Russian consulates in Germany are cast as proof of systematic state hostility towards all Russians. Reduced diplomatic presence and security questions around mobile voting are reduced to “Russophobic hysteria” and persecution of the diaspora. Dissatisfaction attributed to Germans over the expulsion of Russians is inflated into a picture of public condemnation of the authorities’ actions.

• Reframe: Access to consular services can be an important practical matter for people. That does not automatically make every state decision proof of hostility towards all Russian-speaking residents of Germany.
