Portraying Russia as the defender of a “just” world order

What it claims

Russian diplomatic statements and forums are presented as proof that Russia defends a just multipolar order while Western states destroy security. The development of a Eurasian security architecture, SCO meetings and economic cooperation are reduced to an alternative to Western “hegemony”. Memory of victory over Nazism is stretched into a justification for Russia’s present-day role as defender of world order.

To encourage people in Germany who are anxious about the war and distrust political institutions to see Russia as an acceptable security partner and Germany’s cooperation with its allies as the main obstacle to peace.

Techniques used

• Loaded LanguageThe West is labelled a deceitful “party of war” that is cast as the main threat to Eurasian security.
• Appeal to AuthorityStatements by Russian officials and the president are presented as sufficient proof of the merits of the order proposed by Moscow.

The real grievance it exploits

The narrative exploits genuine anxiety about war in Europe, fears of further escalation and the frustration of people who feel their views on security are not sufficiently heard by political institutions.

How to counter

• Technique exposure: Combining diplomatic initiatives, economic events and memory of the Second World War creates an image of Russia’s moral superiority, but it does not replace scrutiny of its specific actions and statements.
• Reframe: Multipolarity is not evidence of any state’s virtue. Security proposals should be assessed by their terms, their consequences for neighbours and their consistency with international commitments.
