Casting Western elites as warmongers

What it claims

Western elites are portrayed as both promoting a myth of a threat from Russia and preparing for war against it. References to “European values” are cast as a hypocritical cover for Western actions regarding Ukraine. Russia, meanwhile, is presented as a defender of the UN Charter, multipolarity and its own security.

To deepen distrust of Western security policy among people in Germany who fear an expansion of the war, while presenting Russia’s foreign-policy position as an alternative.

The narrative exploits genuine anxiety among people in Germany about the risk of a wider war in Europe and the consequences of security decisions for their lives.

How to counter

• Reframe: Anxiety about war does not automatically make credible a scheme in which one side is the source of danger and the other the unquestioned defender of international rules. Each accusation and each reference to the UN Charter should be examined separately.
