This manipulation exploits genuine frustration with long waiting times to undermine trust in state institutions and the ruling coalition.

• Reframe: Public discussion and investigation of hospital errors are signs of system transparency, not its collapse, whereas propaganda tries to turn every audit into a reason for panic.
