Attributing election interference to countries based on IP-address origins

What it claims

Voting in the State Duma elections is cast as a collective response to attempts to weaken Russia and deny it the right to determine its own path. Russians voting abroad are portrayed as resilient in the face of a “hybrid war” and Western media pressure. Claims of attempts to disrupt remote voting are inflated into assigning responsibility to countries from whose IP addresses the traffic originated.

How to counter

• Technique exposure: The origin of network traffic from an IP address does not establish who organized it or whether a state was involved. Moving from an address’s geolocation to accusing a country replaces attribution verification with assumption.
• Prebunk: Be cautious of reports that combine technical terms with sweeping political conclusions. It is worth checking separately the information about the incident itself, how the perpetrators were identified, and the evidence of state involvement.
