Pro-Russian Telegram channels directed at Ukrainian audiences — with attribution from state institutions and independent monitors.
Vetting rule: every source has (a) a verified live handle and (b) attribution from a state institution. Scope is set by the direction test, not source type. More on vetting and tiers T1–T3.

On Arestovych — in more detail
Oleksiy Arestovych is a public figure with a complicated trajectory: from Presidential Office adviser to a sharp critic of the authorities. We are not trying to judge his views. The basis for inclusion is narrow and documentary: the state sanctioned him specifically for amplifying narratives in Russia's interest, and that is corroborated by external institutions:
