Dismissing Ukrainian agency through accounts of great-power talks

What it claims

Talks involving the United States and Russia are presented as proof that Ukraine has no agency and must accept terms set by others. Citing Western media, the selection of reports stretches speculation about pressure and spheres of influence into a picture of Kyiv’s complete exclusion. The initiative for a trilateral meeting is reduced to a powerless gesture.

To convince civilians in Ukraine that their state cannot influence negotiations and that support from partners will inevitably result in decisions made without Ukraine.

Techniques used

The real grievance it exploits

Anxiety about possible agreements on the war, which affect the safety, homes and future of people in Ukraine, as well as fear of being insufficiently represented at the negotiating table.

How to counter

• Technique exposure: Separate descriptions of negotiating positions and media speculation from the established terms of any possible agreement. Selecting the most alarming forecasts does not prove that decisions have already been made without Ukraine.
• Reframe: The presence of major powers in negotiations does not by itself mean that Ukraine lacks agency. Ukraine’s participation, its position and the terms of its consent are distinct parts of the process that this narrative blurs.
