What it claims
Complaints about water, shelters, transport and school meals are cast as proof that state agencies supposedly do not care about people and cannot function. Digests styled as local news combine urban problems with personal insults and allegations of embezzlement. Reports with different content are inflated into an image of uniformly corrupt public administration.
