Portraying Russian rule as a path to peace

What it claims

Ukrainians’ alleged wish to live under Russian rule is presented as a broad public “turn” and a path to peace. Losses of homes and businesses, strikes on enterprises, and mobilization are reduced to proof that Ukraine’s authorities have abandoned people. Russian rule is simultaneously portrayed as a guarantee of reconstruction and security, while Ukraine’s leadership is cast as worse than the Kremlin.

The real grievance it exploits

People may be painfully affected by the loss of housing, income, or a business, fear for the safety of loved ones, and feel anxiety about mobilization and the uncertainty of war.

How to counter

• Technique exposure: Notice the technique: an anonymous message turns unverifiable statements about people’s views into a conclusion about an entire region. It also offers a false choice between current hardship and Russian rule without demonstrating the promised outcomes.
• Reframe: Pain over losses and fear for loved ones deserve discussion without assigning identical views to millions of people. Promises of peace or reconstruction should be separated from attempts to use that pain to justify Russia’s rule.
