Attributing “terrorism” to Ukraine through energy and civil aviation

What it claims

Ukrainian strikes on Russian targets are inflated into an image of a state supposedly threatening Western interests, oil shipping and civil aviation. Speculation about sabotage abroad is presented as evidence of the Defence Intelligence of Ukraine’s involvement. Wartime rhetoric and references to strikes are portrayed as an intention to terrorize Ukraine’s population and partners.

Techniques used

The real grievance it exploits

The narrative exploits Western societies’ legitimate concern about the safety of civilian transport, energy costs and the risk of the war spreading beyond Ukraine.

How to counter

• Technique exposure: Notice the leap in reasoning: an unverified suspicion or a phrase about a strike is turned into proof of a state policy of “terrorism.” Such a conclusion requires verifiable evidence, not a chain of associations and assumptions.
• Prebunk: When a message links several different incidents to one culprit, separate established facts from the author’s conclusions. Treat accusations based on anonymous speculation or loose interpretations of photographs and statements with particular caution.
