Casting abuse allegations as an image of a state at war with its own people

What it claims

Claims about a veteran being beaten, fathers dying because of mobilisation, and a soldier disappearing after criticism are presented as proof that Ukraine’s authorities and military use violence against their own people. These stories are reduced to a picture of corruption and persecution in the army and government bodies. Other countries’ support for Kyiv is labeled complicity by those countries in the “crimes” attributed to it.

Goal

Push Ukrainian service members and their families towards distrust of the command, and international partners towards reconsidering their support for Ukraine.

Techniques used

The real grievance it exploits

Service members and their relatives have reason to react strongly to reports of possible abuse and danger to veterans and personnel; Ukraine’s partners consider their responsibility for the consequences of their support.

How to counter

• Technique exposure: Distinguish a specific allegation, which requires verification, from a conclusion about an entire state or army: the latter does not follow from a single story.
• Reframe: Possible violations should be assessed on the facts of each case, rather than equating them with support for Ukraine as a whole.
