Shifting blame for the war onto the West through “obstacles to peace” rhetoric

What it claims

Support for Ukraine, sanctions against Russia, and Kyiv’s position are cast as the main obstacles to peace, while Russia’s responsibility for the war is pushed aside. A US sanctions law signed on 19 September is stretched into evidence that Washington is supposedly blocking an agreement. To do so, the war is reduced to a consequence of Western “Russophobia”, while NATO, corruption, and “neo-Nazism” are labelled as dangers greater than Russia.

Goal

To encourage Western publics and policymakers to pressure Ukraine into concessions and weaken support for it by portraying resistance to Russian aggression as a rejection of peace.

Techniques used

• Loaded LanguageThe West is called “Russophobic” to explain the alleged loss of a chance for peace in 2022.
• Causal OversimplificationThe signing of a US sanctions law is portrayed as a step that by itself destroys peace efforts.

The real grievance it exploits

Exhaustion from a prolonged war, human losses, economic costs, and uncertainty about the prospects for negotiations are understandable concerns for Western societies and policymakers.

How to counter

• Reframe: Sanctions decisions should be assessed separately from the claim that they make peace impossible: the prospect of an agreement also depends on Russia’s decisions to continue or end the war.
• Prebunk: When opponents of Russia are called the main obstacle to peace, check whether the message mentions Russia’s role in continuing the war and whether it replaces complex negotiations with a single culprit.
