What it claims

Negotiation contacts and statements by Kyrylo Budanov are cast as proof that Kyiv is already seeking peace on Kremlin terms. Unsubstantiated “insider” reports about transmitted proposals and draft demands are inflated into a picture of Ukraine’s helpless dependence on Moscow and Washington.
