Portraying a financial case as political retaliation against government critics

What it claims

Financial proceedings involving Anatolii and Olha Sharii are portrayed as political persecution, allegedly directed by Ukrainian authorities through Spanish agencies. The authors’ accounts of surveillance, searches and attempts to access devices are presented as signs that criticism of the authorities prompted the case. Financial suspicions are reduced to a cover story, while references to cooperation between Ukrainian and Spanish bodies are cast as a fabrication scheme.

Techniques used

The real grievance it exploits

People are concerned about possible abuse of power, opaque investigative actions, and the risk that criticising the authorities may bring personal consequences.

How to counter

• Technique exposure: Separate the personal explanations of people involved in a case from established procedural facts. Combining several episodes into one story of a political order does not demonstrate such a link.
• Reframe: International legal cooperation, a search, or investigative measures do not by themselves establish a political motive. That conclusion requires separate verifiable evidence, rather than only one side’s interpretation of the case.
