Attributing military use to civilian infrastructure to justify strikes

What it claims

Strikes on warehouses, commercial sites, ports and businesses are portrayed as attacks on military logistics, attributing military use to civilian facilities. Assumptions drawn from explosion sounds, eyewitness posts and general descriptions of routes are inflated into conclusions about the targets of strikes. Damage and fires are presented as confirmation of those conclusions, although the posts themselves often do not establish which sites were hit.

Goal

To persuade Ukrainian and Western audiences that Russian strikes on civilian infrastructure have a military justification, and to weaken sympathy for those affected and condemnation of the attacks.

Techniques used

• Causal OversimplificationThe existence of a warehouse, port or transport hub is presented as sufficient reason to treat it as part of military supply chains.
• DoubtAn unidentified target after a nighttime explosion is linked to a repair enterprise, even though the author acknowledges that this is only an assumption.

The real grievance it exploits

People are rightly afraid for their safety, homes, jobs and access to goods and services when strikes damage urban, transport and industrial infrastructure.

How to counter

• Technique exposure: A site’s connection to transport or storage of goods does not by itself prove military use. Separate established information about a specific site from assumptions based on its location or the sound of an explosion.
• Reframe: A fire after a strike confirms that damage occurred, not the purpose of the site. Concluding that a target was military requires verifiable information, not broad claims about a city’s or region’s logistics.
