Hyperbolizing corruption risks to delegitimize state institutions

What it claims

Manipulative coverage of criminal proceedings aims to convince the audience that all funds—from donations to budget expenditures—are inevitably embezzled by officials.

• Reframe: The publicity of investigations and the arrest of high-ranking officials demonstrate that the anti-corruption system is working, not failing. The exposure of abuses by law enforcement agencies (SBI, HACC) is a sign of state cleansing, which would be impossible in a closed totalitarian system.
• Technique exposure: Propaganda exploits real problems to create a “scale effect,” where every tender is a priori considered criminal. This is done to paralyze government agencies through fear of public condemnation even for legitimate expenditures.
